The editorial board of the Scientific and Technical Journal “Technogenic and Ecological Safety” considers complaints and appeals concerning possible violations of publication ethics, academic integrity, copyright, conflicts of interest, unethical conduct of participants in the editorial process, as well as editorial errors.
Complaints may be submitted by authors, readers, reviewers, or third parties. Anonymous complaints may also be considered if they contain sufficient evidence to verify the stated circumstances. A complaint must be submitted in writing to the official e-mail address of the editorial office, with a detailed description of the alleged violation and, where possible, references to the relevant evidence.
The initial review of a complaint is carried out by the Editor-in-Chief or the Executive Secretary within 5–7 working days from the date of its receipt. If the complaint is unfounded or falls outside the journal’s competence, the complainant is sent a reasoned response. If the complaint contains signs of an ethical violation, the editorial board initiates an official investigation.
The complaint is examined in accordance with the principle of the presumption of integrity until a violation is confirmed. The editorial board sends the person against whom the complaint has been made an official request outlining the substance of the allegations. Such person may be given up to 14 calendar days to provide explanations and supporting materials. In complex cases, the editorial board may establish an independent expert group consisting of at least three persons who have no conflict of interest with any of the parties involved. All correspondence and review materials remain confidential until a final decision is made.
Following the review, the editorial board may take one of the following decisions: reject the complaint as unfounded; propose corrections to the article; initiate the retraction of the publication; inform the institution with which the author is affiliated; temporarily restrict the author’s right to submit materials to the journal for a period of 1 to 3 years in the event of confirmed serious violations.
If the complainant or the person against whom the complaint has been made disagrees with the decision of the editorial office, they have the right to submit an appeal within 30 calendar days from the date of receiving the decision. The appeal is considered by an expanded panel of the editorial board, whose decision shall be final.
